CMS specifically requires hospitals, in the event of an emergency, to have verified arrangements "with utility companies and others for the provision of emergency sources of critical utilities, such as water and gas." The Joint Commission requires hospitals to have an emergency plan to manage utilities, and utilities are one of six critical areas hospital leadership will expect to have emergency management oversight. In addition, all hospitals must have a plan to provide, manage and maintain utility systems as part of patient care and safety.
